Raleigh, North Carolina -- Today, the Chairman of the Export-Import Bank of the United States (Ex-Im Bank), Fred P. Hochberg, joined President Obama and other senior government and corporate officials in Raleigh, North Carolina to meet with members of the Council on Jobs and Competitiveness (Jobs Council). Hochberg participated in the Council's Manufacturing, Listening, and Action session.

"I was honored to be with the President in Raleigh today to talk about the important economic issues facing our country," said Chairman Hochberg. "Exports create and sustain American jobs, and are a vital component of our economic recovery. President Obama has made the National Export Initiative a top priority, and because of that emphasis we are on track to double U.S. exports by 2015."

Administration officials who attended the Jobs Council forum included Senior White House Advisor Valerie Jarrett, Secretary of Commerce Gary Locke, White House Domestic Policy Advisor Melody Barnes, and Chair of the Council of Economic Advisors Austan Goolsbee. Participants in the Manufacturing, Listening, and Action session were Ex-Im Bank Chairman Fred Hochberg, Small Business Administrator Karen Mills, DuPont Chair and CEO Ellen Kullman, Intel Corporation President Paul Otellini, and BNSF Chairman and CEO Matt Rose.

The President's Jobs Council was created to provide non-partisan advice to the President on how best to strengthen the nation's economy and look for additional ways to create jobs, opportunity, and prosperity for the American people.

Chairman Hochberg was in Raleigh earlier this month, where he hosted a Global Access for Small Business forum with Senator Kay Hagan (D-NC). At the event, North Carolina small business owners learned how to gain a competitive edge in today's global marketplace when selling their goods and services overseas. Ex-Im Bank has hosted more than a dozen Global Access events across the country this year.

Small business owners who are interested in learning more about how they can successfully export their products can call 1-800-565-EXIM (3946). Ex-Im Bank also offers information specifically designed to assist small business exporters on its website at http://www.exim.gov/smallbusiness/.

About Ex-Im Bank:
Ex-Im Bank is an independent federal agency that helps create and maintain U.S. jobs by filling gaps in private export financing at no cost to American taxpayers. The Bank provides a variety of financing mechanisms, including working capital guarantees, export-credit insurance, and financing to help foreign buyers purchase U.S. goods and services. In the first seven months of fiscal year 2011, Ex-Im Bank approved $14.8 billion in total financing authorizations, supporting $17.8 billion in U.S. export sales. These sales will support more than 129,000 American jobs in communities across the country. This seven-month authorizations figure is the highest in the Bank's history.

For more information, visit Ex-Im Bank's Web site at www.exim.gov.

Americans Give President Obama Negative Job Rating

President Barack Obama

28 Feb 2011 15:53 Africa/Lagos

Almost Six in Ten Americans Give President Obama Negative Job Rating

Almost nine in ten give Congress negative ratings

PR Newswire

NEW YORK, Feb. 28, 2011

NEW YORK, Feb. 28, 2011 /PRNewswire/ -- Looking ahead, President Obama most likely sees many battles forthcoming. There's the current budget showdown which has the potential to lead to a government shutdown. There is the labor issue and all eyes are watching to see how the White House responds to what is happening in Wisconsin. And then there is his own electoral battle, albeit 20 months from now, but still on the horizon.

(Logo: http://photos.prnewswire.com/prnh/20100517/NY06256LOGO)

Going into these battles, almost three in five Americans (58%) have a negative opinion of the job the President is doing while 42% have a positive opinion of it. This is slightly down from last month when 44% of U.S. adults gave the job the President was doing positive marks and 56% gave it negative ratings.

These are some of the results of The Harris Poll of 3,171 adults surveyed online between February 14 and 21, 2011 by Harris Interactive.

Partisanship definitely exists in looking at President Obama's job approval ratings. Nine in ten Republicans (90%) give the President poor ratings while almost three-quarters (73%) of Democrats give him positive marks and Independents are more negative than positive with 60% giving the President negative marks and 40% positive. What is interesting is the depth of support among Republicans and Democrats. Almost six in ten Republicans (57%) give President Obama a rating of poor, the worst on the scale. Among Democrats, just one in five (22%) give the President a rating of excellent, while half (50%) say he is doing a pretty good job.

There is also a large regional divide. Just three in ten Southerners (31%) give President Obama positive ratings as do 42% of Midwesterners. Westerners are very split as 49% give the President positive ratings while 51% give him negative marks. The President's strongest ratings come from the East where over half (54%) give him positive ratings on the job he is doing.

It is almost two months into the new Congress and yet they are not faring much better than the previous Congress did in terms of their ratings. Over four in five Americans (86%) rate the overall job Congress is doing negatively while just 14% give Congress positive ratings. Last month, 84% of U.S. adults gave them negative marks while 16% positive ratings.

It's not just Congress and the President who are mired in negative ratings, the direction of the country is as well. Almost two-thirds of Americans (64%) say things in the country are going off on the wrong track, almost the same as last month (63%). Over one-third of U.S. adults (36%) say things are going in the right direction; 37% said this last month.

So What?

Americans may be hearing that things are getting better and they can see the stock market has had a nice run, but this hasn't translated into better job ratings for President Obama or for Congress. And, if turmoil in the Middle East continues and impacts gas prices for the summer driving season, expect these numbers to move down, not up. That's something the White House definitely does not want to see one year before the presidential election.

A Bad Day for the Obama White House A Good Day for the American People

A Bad Day for the Obama White House A Good Day for the American People
by Newt Gingrich (more by this author)

Updated 11/04/2009 ET

A bad day for the Obama White House but a good day for the American people

That’s the easiest way to summarize the collapse of the Democratic candidates around the country yesterday.

In Virginia and New Jersey the Republican victories last night were bigger than they were in 1993.

Voters were clearly unhappy. According to Mike Allen of The Politico, network exit polls showed that 85 percent of Virginia voters and 90 percent of New Jersey voters were worried about the economy.

Governor Haley Barbour put it best: "It's not about the President personally...the President’s policies are unpopular.”

It will be interesting to see if any congressional Democrats get that message or if House Speaker Nancy Pelosi (D-Calif.) is able to push through the massive leftwing health bill this coming Saturday.

The Biggest Winner? Bob McDonnell in Virginia

The biggest winner last night was Bob McDonnell and his campaign for governor in Virginia.

McDonnell is so attractive and effective as a candidate, and so knowledgeable after years in the state legislature and four years as Attorney General, that he should be a model for all Republicans to study.

He is a solid conservative who knew how to appeal to suburban voters, how to deflect the Washington Post’s attacks, and how to appeal to minority voters.

The results were overwhelming in Virginia. Republican enthusiasm was up, and after a year of the Obama presidency, Democrats were demoralized.

The result was a turnout in which 47 percent of voters identified themselves as Republicans and 36 percent identified as Democrats. This is an enormous change for a state which one year ago gave President Obama 53 percent of the vote.

The Fallout in Virginia: Four Democratic Seats are Now at Risk

Four Democratic congressmen from Virginia are now at risk because their districts went for Bob McDonnell last night.

• In Rep. Glenn Nye’s (D) 2nd District, McDonnell was winning by a whopping 63 percent to 37 percent with 130 out of 161 precincts reporting.
• In Rep. Tom Perriello’s (D) 5th District, McDonnell was winning by 61-39 with over 90 percent of the vote counted.
• In Rep. Rick Boucher’s (D) 9th District, McDonnell was ahead 68-32 with 295 out of 336 precincts in.
• In Rep. Gerald Connolly’s (D) 11th District, McDonnell was up 56-44 with 68 of 168 precincts reporting.

And not just Virginia House members should take note. Virginia Senators Jim Webb (D) and Mark Warner (D) need to look carefully at the impact of the energy tax in the cap and trade bill on Virginia voters.

Chris Christie’s Victory Margin was Four Times Christine Whitman’s

In a more Democratic state than Virginia, former federal prosecutor Chris Christie’s (R) win yesterday in New Jersey was an equally impressive Republican victory.

Christie won by over 100,000 votes, which is four times moderate Republican Christine Todd Whitman’s margin in 1993.

As for the Democrats, incumbent Governor Jon Corzine's 44 percent of the vote was a huge drop from President Obama’s 57 percent of the vote in New Jersey just a year ago.

Troubling News From New York 23

The news wasn’t all good last night.

Both conservative activists and Republican leaders need to think long and hard about the only bad result of the night in New York’s 23rd congressional district.

The Democrat beat the conservative candidate 49 percent to 44 percent, with the Republican getting only 5%.

Conservatives can take comfort in having driven a liberal Republican out of the race. But everyone on our side has to be troubled that a Republican seat went to a Democrat and Speaker Pelosi is one vote stronger because of our division.

The National Conservative Movement Has to Be Recognized and Respected

In retrospect it is clear Dede Scozzafava should never have been nominated because she was far too liberal to be acceptable.

Republican leaders in New York must recognize that Mike Long and the Conservative Party in that state have to be consulted before decisions are made. The national conservative movement is a force that has to be recognized and respected.

I certainly heard from enough friends to know that my decision to support the unanimous vote of the 11 New York county chairs was very unpopular with conservative activists.

In New York, after two failed special elections, it is clear the state party has to fight to change the election law so there are primaries in special elections. The insider nominating process is simply unacceptable to grassroots populists and guarantees a sense of illegitimacy.

“When the GOP is United, There Is No State In America We Cannot Win”

However, all of us who oppose the Left need to realize that civil war within the GOP will reelect Barack Obama and make Nancy Pelosi speaker for life.

As pollster Frank Luntz said, "When the GOP is united, there is no state in America that we cannot win -- even the most Democratic states like New Jersey. But when the GOP is divided, even the most Republican districts are in jeopardy."

Building a unified, center-right coalition on a nationwide basis will be the greatest challenge Republicans face in the next three years. But we did it in 1980. We did it again in 1994.

We can do it in 2010 and 2012.

Troubling Big Money Facts

It is an inescapable conclusion that Mayor Michael Bloomberg (I) would not have been reelected without having spent $90 million of his own money buying New York City Hall from the voters.

It is also obvious that Governor Corzine of New Jersey would not have been competitive without having spent $30 million (bringing his total purchase of elected offices to $120 million for one Senate and two gubernatorial races).

The current campaign finance rules create the real danger of an oligopoly of rich people buying office.

We need to replace current campaign laws with a simple system that allows everyone to raise unlimited money from individuals as long as it is reported on the internet every night.

This simple system will allow middle-class candidates to raise the money to match rich candidates and level the playing field.

The American People Still Support Marriage

In Maine voters rejected by 53 percent an effort to redefine marriage.

Once again the people rejected the elites in this fight over the nature of marriage.

Good Local Results for the GOP

Generally it was a good night for Republicans in local races as well.

In my favorite race, good friend Barbara Comstock won her state legislative race in Virginia, beating an incumbent Democrat by 192 votes to become the only Republican legislator inside the beltway in Northern Virginia.

As the Wall Street Journal’s John Fund noted, Republicans also won control of New York’s Nassau County legislature, and the race for county executive will go to recount.

Also in New York, the longtime Democratic County Executive of Westchester County, Andy Spano, lost to Republican Rob Astorino by 58 percent to 42 percent.

(Ed Cox, the new and brilliant New York state Republican chair is off to a good start).

In New Jersey, Republicans won control of the Monmouth County Board of Freeholders with John Curley beating Sean Byrnes by a 58-38 margin. Republicans in New Jersey also held their majority on the Burlington County Board of Freeholders, winning two open GOP seats.

And in Michigan, state Senate District 19 was called with 65 percent of the vote reporting. Republican Mike Nofs bested Democrat Marty Griffin by 64-39. This had been a Democratic state senate seat.

Also Winners: Barbour, Ayers and Steele

Two other big winners last night deserve our congratulations and thanks: The Republican Governors Association (RGA) and the Republican National Committee (RNC).

At the RGA, Chairman Haley Barbour and Executive Director Nick Ayers did a superb job.

At the RNC, Chairman Michael Steele provided terrific support to candidates and campaigns everywhere.

All in all, a good night for the American people.

President Obama Chosen as Dad Most Deserving Respect

18 Jun 2009 12:49 Africa/Lagos

President Barack Obama and his happy Family.

President Obama Chosen as Dad Most Deserving Respect

For Father's Day, RESPECT! Campaign Celebrates Dads Who Help Kids Build Healthy Relationships

SAN FRANCISCO, June 18 /PRNewswire/ -- This Father's Day the Family Violence Prevention Fund (FVPF), Macy's, and Geoffrey Beene Gives Back(R) are proud to support the RESPECT! Campaign(SM), a multi-year initiative designed to inspire a new movement that will help prevent relationship violence by promoting respect as a fundamental building block for healthy relationships and stronger homes and communities. In celebration of dads everywhere the campaign announced results of a survey revealing America's picks for the best role model dads. The number one spot goes to President Barack Obama, voted as the man who most deserves to be honored on Father's Day for publicly demonstrating the greatest level of respect in his family relationships.[i] Runners up for the "dad who deserves to be honored and respected this Father's Day" were Will Smith, Brad Pitt, and Ben Affleck.

The RESPECT! Campaign is also proud to join with the Founding Fathers, a nationwide group of men who have come together to declare their support for programs that engage men - as fathers, coaches, teachers, and role models - to teach and model respect as a key strategy to help prevent relationship abuse. The Founding Fathers are standing with the FVPF on Father's Day to speak out about the important role of men in modeling healthy relationships and respect within families and beyond. The Founding Fathers - which include men such as Willie Mays, Joe Torre, and Russell Simmons - pledge their public support for the cause in a full page statement in the national edition of the New York Times on Father's Day.

"In an uncertain world where stress is high, setting a tone of mutual respect in the family and teaching young people about the importance of respect in relationships is critical to preventing relationship violence and promoting healthy problem solving. That's why we created the RESPECT! Campaign," says Esta Soler, founder and president of the FVPF. "It's a social action and awareness initiative created with national support from Macy's that uses a positive approach to give parents, teachers, coaches and other role models the tools they need to teach young people about healthy relationships early and often."

Advisor to the RESPECT! Campaign and adult psychiatrist Dr. Janet Taylor offers these tips to help parents talk to their kids and break the cycle of violence:

-- Know that he/she is watching you - Financial and workplace worries can
easily be transferred to the home. Your child watches everything you
say and do - especially how you deal with stress and conflict and how
you treat others. Realizing that your child is like a sponge and that
s/he will learn from your example, Dr. Taylor suggests that parents
keep in mind their actions while in traffic, in restaurants and at the
dinner table - the more respectful behavior you model, the more your
child will learn from your example.
-- Be there - With so much stress in our lives now, Dr. Taylor says it's
important to spend time with your kids and to take advantage of
"teachable moments." Use relevant, real-life situations to teach
children about the importance of respect, positive role models and the
characteristics of healthy relationships.

-- Realize that we all make mistakes - The most important thing that
parents need to understand is that no one is perfect. The goal,
especially in hard and stressful times, is to gain strength through
the problems and learn from the past to make a better future.

The campaign honors role model dads and shares the endearing and memorable ways our fathers teach us love and respect every day. "By uniting in celebration of everyday role models - including the dads across America who are shaping a world free of relationship violence - we are advancing a nationwide movement for respect in relationships," said Martine Reardon, Macy's Executive Vice President of Marketing, "Macy's is proud to support the RESPECT! Campaign in delivering the powerful tools and resources needed to help parents, coaches, teachers and other role models teach the next generation how to live healthy relationships."

This Father's Day, the RESPECT! Campaign is offering several simple ways to thank the dads you know for the great example they set:

-- Give RESPECT! by sending a free Father's Day e-card. For every card
sent, Geoffrey Beene Gives Back(R) will make a $25 donation in the
recipients' name, up to $100,000.
-- Pass on RESPECT! by sending messages on Twitter, joining the RESPECT!
Campaign group on Facebook, adding an "I'm for RESPECT!" tag on your
blog, and sparking conversations with your friends.
-- Learn 10 tips every parent should know to teach children about healthy
relationships.
-- Make a donation to the FVPF in honor of a dad you respect.

-- Purchase and wear the RESPECT! wrist band, available exclusively at
Macy's for $5 in select jewelry departments and at www.macys.com. Half
of all proceeds go directly to the cause.

ABOUT THE FOUNDING FATHERS

On Father's Day 2003, 350 men from all walks of life joined in a historic public statement to call for an end to violence against women and children. This statement, which appeared as a full-page ad in the New York Times came to be known as the new Founding Fathers Declaration.

They call themselves the Founding Fathers because they intend to help build a new kind of society - where decency and respect require no special day on the calendar, where boys are taught that violence does not equal strength and where men stand with courage, lead with conviction and speak with one voice to say, "No More."

"We must teach our sons and daughters how to solve problems through conversation, not confrontation," adds Soler. "Dads have a critical role to play at home and throughout our society - demonstrating kindness, teaching compassion and keeping cool under pressure."

The Founding Fathers will voice their support in a full page New York Times statement running this Father's Day. Several thousand fathers and sons have joined the movement since its inception and several thousand more have been honored as Founding Fathers by women in their lives who make gifts in their name to the FVPF on Father's Day. The men aim to end relationship and domestic abuse by standing up and investing in prevention programs.

ABOUT THE RESPECT! CAMPAIGN

The RESPECT! Campaign is the Family Violence Prevention Fund's (FVPF) latest initiative to advance a national movement to promote healthy relationships and stop relationship violence through positive role modeling and respect education. Sponsored nationally by Macy's, with additional support from Geoffrey Beene Gives Back(R), the RESPECT! Campaign encourages individuals to help prevent and end domestic and dating violence, sexual assault, and other forms of relationship abuse by talking with young people early and often about respect, and modeling that behavior in their own relationships. Through conversation guides for parents, lesson plans for teachers, tools for coaches, and other instructional "Respect Tools," the campaign offers a variety of resources to support moms, dads, teachers, coaches, and other living, breathing role models who have critical roles to play in helping our sons and daughters shape a world that is free of relationship violence. President Obama Outlines His Plan for Missile Defense

President Barack Obama

9 May 2009 02:51 Africa/Lagos

President Obama Outlines His Plan for Missile Defense

ALEXANDRIA, Va., May 8 /PRNewswire-USNewswire/ -- Riki Ellison, Chairman and Founder of the Missile Defense Advocacy Alliance (MDAA) www.missiledefenseadvocacy.org informed the members of MDAA about the Fiscal Year 2010 budget request for missile defense today. In his alert Ellison reviewed the requests, the impacts and then closed his remarks with two critical questions for our nation about the new direction of our missile defense program. His comments are as follows:

"President Barack Obama released the federal budget for 2010 yesterday in Washington D.C., and this was his first major budget release of his Administration setting the precedent for his Presidency. Inside of his $3.4 trillion budget was the Department of Defense's Budget request of $534 billion and the Missile Defense Budget request for $7.8 billion. The Department of Defense budget was increased by $21 billion, a 4% increase from last year while funding going to the Missile Defense Agency budget was decreased by $1.2 billion, a 13% decrease."

"This Administration has reshaped, restructured and redirected missile defense as they make it their own and take full ownership from the former President George W. Bush and the four previous Presidents that have contributed Department of Defense dollars towards missile defense. With an overall $8.2 billion spent on Missile Defense including Army Patriot Missile Defense systems at $400 million for 2010, missile defense still remains a core mission of the Department of Defense and President Barack Obama's Administration."

"The Obama Administration's direction for missile defense focuses on:

- Increasing capability against short and medium range ballistic missiles in regions against rogue nations to protect our forward based armed forces and allies through deploying more THAAD, SM3 missiles and AEGIS BMD Ships as well as developing land based SM3 missile defense systems.

- Developing assent and upper boost phase missile defense capabilities through SM3/ AEGIS development, enhanced THAAD capability, and deploying a Space Tracking and Surveillance System (STSS) constellation.

- Revamping the testing program with an aggressive amount of significant intercept tests, an estimated 37 or so by 2015.

- Holding in place the development of the European Midcourse Radar in the Czech Republic and the 10 Ground based missiles in Poland until 2011 and ratification comes forward by the Czech Republic and Poland on the agreements with the United States.

- Reducing and enhancing the long range ballistic missile protection of the United States homeland to 30 Ground Based Interceptors in Alaska and California from a projected 50 (40 in US and 10 in Poland)."

"After review of the statements made and examination of the budget, there are two questions regarding this new administration's direction and pragmatic approach for the protection of the American people from ballistic missiles.

1. With the increase of ballistic missile and nuclear proliferation from rogue nations since the beginning of this year highlighted by Iran's satellite launch on February 3; Failure of Diplomacy and international sanctions including UN security resolutions to prevent North Korea from launching a long range missile or space vehicle; North Korea's successful 3 staging of a long range missile on April 5; and North Korea's opening up of their nuclear program and Iran's continual uranium enrichment programs - why is the United States not increasing its missile defense resources?

2. As of less than 6 months ago, the United States Department of Defense through the Missile Defense Agency and the Strategic Combat Command had determined that 50 ground based interceptors were required to defend the territory and the homeland of the United States of America from a simultaneous attack of around two dozen or so projected long range ballistic missiles from North Korea and Iran. What has changed in the threat development and proliferation of ballistic missile capability of either North Korea and Iran in the last 6 months to warrant a 40% decrease to 30 ground based interceptors to protect the American Public and their nation?"

"Missile defense is about our nation and the fundamental core protecting our homeland from current and future threats and should always be a high priority . To sacrifice or reduce the long range missile protection of our nation for short and medium range missile defense capabilities should not be the choice; all should be supported."

"It is of strong merit that international leadership for missile defense is and continues to be led by our nation. The threat continues to grow and we cannot afford to be the only country with capabilities to ensure protection, deterrence and dissuasion against rogue nations. The United States is working with 17 nations in the international community and NATO on missile defense as well as developing missile defense systems with more than 6 countries, thus missile defense resources must be able to continue to support these efforts for global protection. A global problem requires a global solution."

"President Barack Obama and his Administration need to have other options than the United Nations, diplomacy, and use of military force, for if not, he will face a world of new nuclear powers that will be driven by lack of missile defense and U.S. deterrence to become nuclear. This is too important for our nation and our world to not allocate the full resources from the U.S. government.

In the February 2 issue of Newsweek (on newsstands January 26), "I Got It Bad (And That Ain't Good)," Newsweek's Fareed Zakaria writes about the challenges President Obama will face in order to fix the economy and restore America's credibility. President Obama Needs To Act Quickly and on a Massive Scale To Fix the Economy

"We Have Not Turned the Corner. In Fact, We Can't Even See the Corner Right Now."

NEW YORK, Jan. 25 /PRNewswire/ -- In an essay opening the February 2 Newsweek cover package, "I Got It Bad (And That Ain't Good)" (on newsstands Monday, January 26), Newsweek International Editor Fareed Zakaria writes that President Barack Obama will have to quickly start planning for a set of more extraordinary measures to pull the United States out of its current, unsustainable economic condition. "The American financial system is effectively broken. Major banks are moving toward insolvency, and credit activity remains extremely weak. As long as the financial sector remains moribund, American consumers and companies -- who collectively make up 80 percent of GDP -- will not have access to credit, and economic activity cannot really resume on any significant scale. We have not turned the corner. In fact, we can't even see the corner right now," he writes.

"President Obama faces a terrible dilemma. He needs to act quickly and on a massive scale," Zakaria writes. Without large scale action, the financial system will keep bleeding, but the American public believes that we have already spent far too much on bailing out the banks. Zakaria argues that the economic fact is that we have not spent enough. Even worse, "this current crisis has resulted in a deep erosion of American power that we have not fully understood. Even in the depths of the Iraq War, when much of the globe was enraged by George W. Bush's unilateralism, people everywhere believed that the United States had the world's most advanced economy and that its capital markets in particular were the most sophisticated and developed." That system is now seen across the world as a sham, and the attitudes of officials and businessmen range from shock to rage at what they see in the United States.

"When he began his run for the White House, Barack Obama thought he could restore American power and leadership by righting our foreign policy, winding down the Iraq War, closing Guantanamo, ending torture. These are all important policies, and I am glad that he is pursuing them. But right now, the most important way for him to restore America's credibility and influence in the world is to rescue the American model," Zakaria writes.

Also in the cover package, Senior Editor Daniel Gross writes how more and more companies and firms are deciding to forgo the work of restructuring their finances, and instead selling off their inventory and closing. "Rather than soldier on, many operators have opted to simply fold, returning money to investors. Companies, homeowners and money managers willing to quit rather than fight is both a symptom of the nation's deep economic woes and emblematic of the challenge the Obama administration faces," Gross writes. "Our 'Yes, We Can' president is going to have to fix a 'No, We Can't' economy."

Obama Middle Class Bailout Bill Passed 55-Years Ago

Obama Middle Class Bailout Bill Passed 55-Years Ago
Middle Class Bailout Bill That Can Rescue the Economy Was Passed in 1953

PETALUMA, Calif., Oct. 10 /PRNewswire/ -- The following is a statement from Lloyd Chapman:

In Tuesday's Presidential debate, Senator Barack Obama (D - IL) called for a bailout bill for the middle class. Yesterday, Senator Obama said he would also make sure that tax dollars are spent wisely. Today, there exists a great piece of legislation that would accomplish both of Senator Obama's goals. It would infuse billions of tax dollars back into the firms where most Americans work, create thousands of new jobs and help middle class families pay for their healthcare and mortgages.

It's called the Small Business Act, and it became law in 1953. Today, based on the original Small Business Act, the federal government is supposed to insure that a minimum of 23 percent of the total value of all federal contracts and subcontracts are awarded to small businesses. Twenty-three percent of the federal government's total acquisition budget amounts to roughly $150 billion a year in federal contracts and subcontracts that should by law go to the middle class small businesses where approximately 56 percent of our nation's population is employed.

What better place to spend tax dollars than with the 27 million small businesses where most Americans work, and where most of our nation's tax revenue is generated?
The Small Business Act is the perfect vehicle to rescue our nation's middle class economy, and boost the segments of the American economy that were completely ignored by the $700 billion Wall Street bailout bill.

There are a couple of hurdles that need to be addressed before the Small Business Act can help lead our nation out of one of the worst economic disasters in modern history. First, since 2003, 15 federal investigations have found that Fortune 500 firms are the actual recipients of most federal small business contracts. It has been estimated that large businesses receive over $100 billion a year in federal small business contracts. ABC, CBS and CNN have all aired investigative reports which have found firms like: Rolls Royce, Wal-Mart, Microsoft, Raytheon, IBM, Xerox, Dell, John Deere, General Dynamics, GTSI, Home Depot, Titan Industries, Hewlett Packard, Battelle and British Aerospace Engineering (BAE) have all received millions of dollars in federal small business contracts.

Second, the Bush Administration has systematically dismantled virtually every single federal program the Small Business Act established to help small businesses, woman-owned firms, minority-owned firms and veteran-owned firms. The Small Business Act established the Small Business Administration (SBA), and during the past eight years President Bush has cut that agency's budget more than any other agency. Today, the SBA budget is less than half of what it was when President Bush took office.
Neither Barack Obama, nor John McCain have even mentioned any aspect of the Small Business Act in their small business plans. Neither candidate has pledged to restore the SBA's budget and staffing. Most surprising is that neither Obama, nor McCain have proposed any specific solutions to the diversion of up to $100 billion a year in government contracts that by law should be going to our nation's middle class, but instead are being diverted to Fortune 500 firms. Senator Obama even seems to be trying to distance himself from a statement he made in February of 2008, "It is time to end the diversion of federal small business contracts to corporate giants." I would guess that he received a call from the "corporate giants" the following day regarding some new fundraising ideas.

Senator Obama was right though; we definitely need a bailout bill for the middle class. The good news is it was passed in 1953. If Senator Obama and Senator McCain are serious about helping middle class families pay their health care and their mortgages, it's going to take more than just campaign rhetoric and pandering.
America's middle class deserves some help from the government in these difficult economic times, and the Small Business Act is a free and easy solution. It's time to fully implement the Small Business Act and restore the budget and staffing of the only federal agency established to assist America's 27 million small businesses, the SBA. It's also time to stop the diversion of federal small business contracts to corporate giants and get that money back into the hands of the small businesses that are the heart and soul of this nation's economy.
